Racial, ethnic, or national minority? Legal discourses and policy frameworks on the Roma

In his IMES-Podium lecture, Professor András Pap (Hungarian Academy of Sciences and the National Public Service University) will offer an assessment of the relationship between policy instruments and terminology.

By looking at definitions and conceptualizations in international and domestic legal and policy documents for minority groups, he will demonstrate that generally terminology pertaining to minority groups is an ambiguous indicator for policy frameworks, and in the particular case of Roma, the inconsistent labeling as an ethnic, racial and national minority reflects the lack of consistent conceptualization of both the group and policy approaches.

András L. Pap is research chair and head of department for the Study of Constitutionalism and the Rule of Law at the Hungarian Academy of Sciences Institute for Legal Studies, and Professor of Law at the National Public Service University. He also is an Adjunct Professor at Central European University’s Nationalism Studies Program in Budapest.
