Will Myanmar be Prosecuted for Genocide?

A UN fact finding mission to Myanmar recently recommended the investigation and prosecution of Myanmar's military leaders for genocide. This panel seeks to understand the likely outcomes of this recommendation.
Will the International Criminal Court investigate and issue indictments against Myanmar’s top brass? What impacts will the report have on the situation in Rakhine and on the future of the Rohingya minority? More broadly, what does this case tell us about the evolution of the Responsibility to Protect and International Criminal justice?
